HUD has released information on their wholesale reexamination of the REAC inspection process.
In addition to the change that has already been implemented in reducing the amount of notice a property will receive for their inspection, HUD is testing new standards for inspecting the condition of most properties.
This will involve a two-year demonstration program expected to begin in late 2019.
The proposed new standards include components of inspections, deficiencies and inspectable areas. These components will increase focus on resident’s units, reduce inspection complexity and increase HUD’s ability to determine which owners are not providing housing that is safe, healthy and decent. Health, Safety and Functional defects will be prioritized over appearance.
In addition, HUD held listening sessions in Philadelphia, Fort Worth, Detroit, Seattle and Atlanta over the last month to meet with Owner/Agents and present the new program. REAC New Model Listening Session Briefs
