Retro-Active Gross Rent Changes (GRC) not processing in TRACS

HUD has put out information that there is a recent system issue where certain retro-active (only) MAT70 GC certifications are submitted, but no fatal errors are returned/generated.
Retro-active GRCs (Gross Rent Changes) are GRC transmitted to TRACS after the contract anniversary.
Instead, an internal programmatic system error (PSFERR) is issued stating “Occurrence of Certified Household already existed when CREATE attempted. POTENTIAL DATABASE CORRUPTION CONDITION HAS BEEN DETECTED.”
To resolve this issue, HUD has working on fixing this situation and is a fix is scheduled to be implemented on May 31, 2019, after industry testing of the proposed software update.
Per Multi-Family Housing direction, please hold any retro-active GRCs and submit after May 31, 2019.
